Tweeking the Broker’s input routines

It has become important to be more careful in selecting the repositories to transfer items to.
Until now, as this is a prototype, we have simply listed all the repositories for an organisation, and to heck with the suitability.
Now we are getting more and more data from Nature Publishing Group, it has become important to restrict any data-transfers to repositories that accept ePrints (and not send them to Learning Object or Data repositories)…. of course, if we have no record of the content type that the repository accepts, we need to include it anyway (just in case.)

I’m also adding embargo data to deposits: records that are defined as being not Open Access need to have an embargo period added to all files…. 6 months from the publication date.
